To disable VRR support, we create a transparent JPanel with size (1, 1) and add it on top of the SkiaLayer. This causes mixed rendering technologies (java2d and OpenGL/DirectX) to work simultaneously in the same window and VRR cannot be enabled.

This was caused by 242bf304 since `SystemTheme.jvm.kt` was renamed to `SystemTheme.awt.kt` and the corresponding native functions were not updated.

This change was for Android. Android can't build on Windows for now, will fix it later.

We probably need to check targetOs and replace slash inside https://github.com/JetBrains/skiko/blob/eaf6793bc672dd4cf357b5a0adef26585fd9c712/skiko/buildSrc/src/main/kotlin/internal/utils/ArgBuilder.kt#L79, not here

It makes canvas to not accumulate previous effects (e.g. scale).
Also, it makes canvas' state consistent with other platforms.
