This reverts commit 21ae5386.

It makes canvas to not accumulate previous effects (e.g. scale).
Also, it makes canvas' state consistent with other platforms.

Mixing camel case and dash case looks ugly

`publishSkikoJvmRuntimemacos-x64PublicationToMavenLocal`
looks much more inconsistent and ugly, than
`publishSkikoJvmRuntimeMacosX64PublicationToMavenLocal`

So far we cannot really build Skiko for Android (as no Android-specific code for rendering integration is made), however it refactor the build system to make this (along with other alternative JVM-based implementations) feasible.

Pass status code for ubrk_ operations to the front and fail in case we got non-zero error code (#418)

Customizing native publication's names does not work,
when a target cannot be compiled on a host.
A customization might lead to the inconsistent behavior,
when a kotlin multiplatform publication contains
different artifacts names, depending on a host system.
E.g. customization breaks macOS artifacts links,
if a kotlin multiplatform publication is built on Linux.

Previously we only renamed artifacts for targets,
that can be compiled on a host.
This caused incompatible publications,
when the common publication, published from
Linux, was pointing to wrong macOS & iOS artifacts
